## Overview
This module (`adam_governance`) acts as the overarching deterministic control matrix, handling API gatekeeping, rigid state-machine transitions, and robust operational logging mechanisms.

## Objectives
- Act as the strict, deterministic gatekeeper that mathematically validates the outputs generated by swarm agents before any execution phase.
- Prevent non-compliant state transformations.

## Future Plans
- Enhance `ProofOfThoughtLogger` frameworks to natively enforce strict W3C PROV-O compliance on every JSON payload generated by probabilistic agents.
